The moments he spent with Sri Rajeev and the interaction he had with the late Prime Minister are some of the most treasured moments of his life.

When there was a severe cyclone in 1990, our then beloved Prime Minister Late Sri Rajeev Gandhi visited AP by road from Visakhapatnam to Kakinada and Mr. Bhatti accompanied him all the way from Visakhapatnam to Kakinada.

Late Prime Minister Sri Rajeev Gandhi can be termed as a phenomenon instead of a personality. He has changed the mind set of the people, brought a change in attitude and created a vision for every one, the younger generation started looking towards themselves.

Initiated and inspired by his vision and outlook, Mr Bhatti became an ardent supporter of Sri Rajeev ji became a full time worker for the Congress Party.

That was a memorable propaganda, by which Mr. Bhatti moved very close to the all walks of the people. It is here he started talking about the Congress, its charter and character, men behind it, sacrifices made by the family of Nehru and Indira Gandhi and Rajeev Gandhi; Smt. Sonia Gandhi’s leadership and her commitment towards upliftment of poor and safe guarding the national integration.


Mr. Bhatti initiated a mass contact programme, way back in the year 1999. It started as an experiment. After initial solo, there was a huge response in every village and hamlet for Mr. Bhatti and it was conducted like a grand social occasion and went on for three months.


And, for people, to be on the right side of the political party, we need to explain them, remove the deterrent, create confidence by making to understand that we mean
closer to them

Membership Drive

A leader has to cultivate the following , develop the cadre, sustain the momentum, enhance the credibility and give the results. Without any one of the above the leader
will be a temporary phenomena but not a permanent leader.

The idea was to explain the congress ideology in general and the Soniaji’s commitment
towards the weaker sections, national integration and also her sacrifices. With this central theme, the membership drive was designed and taken up in the entire constituency. Sri Bhatti Vikramarka Mallu – popularly known in the entire constituency as “Bhatti” is also famous as B V Mallu for his numerous friends and colleagues.

Sri BV Mallu hailed from a tiny village called Lakshmipuramm under Madhira Assembly Constituency of Khammam district of Andhra Pradesh.

After completion of elementary school he came to Hyderabad to study the higher secondary and college education under the strict supervision of his elder brother and completed him graduation from famous Nizam College, Hyderabad. Then he went on joining the Hyderabad Central University to complete the Masters.

Right from the college education, whenever there is a vacation, his time was spent on the understanding the prevailing conditions of the deprived and underprivileged families of his constituency where he became a hope for the people of deprived class.

Having watched the Politics right from the childhood and from a vantage point, it took no time for Sri. Bhatti to learn the social injustice which is rampart and to work for the development of downtrodden he is determined that Congress is the only source of inspiration and via media.

His most unforgettable incident and the turning point was when he was introduced to the beloved Late Prime Minister Sri Rajeev Gandhi.

Sri. Bhatti is of the view that the statues of Sri Rajeev Gandhi will influence the mind set of the youth there by bring them to the developmental activities. With this view, he has erected a number of Rajeevji’s statues around his constituency.

Long History of Left Misrule

The constituency of Madhira has been suffering for a long time from the misrule of the leftist parties. The left parties have been an apparent virtual stranglehold on the public affairs of the area, with a series of electoral victories and their vote percentage and availability of their representatives has created a perception that this is a Left bastion.

A Saga of Suffering People


In this backdrop, the left victories have not benefited the people there and are instead suffering over the years because of lack of proper development in all fronts and the poor agrarian populace has been subjected to abject poverty and hopelessness.

The Brave People of Madhira Still Support Congress.

The people of Madhira are not the supporters of the left. There is still a large constituency of congress loyalist supporters, who are waiting for proper leadership in the party to guide them towards development and have always stood by congress and are waiting to be represented in the State Assembly by Congress candidates, who have genuine concern for their needs and knows their problems thoroughly and not namesake leaders.

He believed that organizations like INTUC will develop and unite the unorganized sector
in a better way as they are service minded, and by associating with INTUC he propagated the relevance of this organization to every one

Sri. Bhatti has organized a massive program of Freedom fighters resided in and around Madhira Constituency to create the awareness of the necessity to honor and remember the freedom fighters by the younger generation.

He became the people's man. People of his constituency need not wait for him, rather he visits them whenever there is any function or occasion and necessity

Sri. BV Mallu was appointed as the member in the board of the Andhra Bank as Director in the year 1996. Initiated a major scheme for the poor students to further their education and pursue the higher studies. With the help of Andhra Bank” Vidya Jyoti” scheme.

In his capacity as member Board of Directors of Andhra Bank he has initiated the concept of Kisan Credit Cards to farming community. It’s a one of its kind from the banking sector for the farming community. Mr. Bhatti took active role in formulating and distribution of the card and it was named after the founder of Andhra Bank -
Dr.Pattabhi’s Kisan Credit Cards.


In 1990, Mr Bhatti Vikramarka Mallu became the Executive Member of the AP Pradesh Congress Committee.

He directed his resources towards implementing what his father believed and practiced for years. That is bringing the Medical support to the needy in the Madhira assembly constituency.

Under the aegis of Late Sri A R Mallu Memorial Trust Sri. Bhatti organized several educative and Social Development Forums - like one above: AP Doctors Youth Forum

He has organized medical camps throughout the Madhira Assembly constituency covering hamlets, villages and rural communities. The uniqueness of these camps was that, he organized and brought the different specialists in Heart, ENT, Cancer, Gynecology, Dermatology, Dental Care, Eye and other general physicians.

Sri Bhatti has organized and conducted massive agitations by organizing the farmers and general public against the then TDP Government and was arrested along with his followers was slept on the floor of the Police Station for that two nights.

It is different when you organize some thing for the party when you are in power, and it is entirely different to organize the same level of enthusiasm and support when your party is not in power either in the state or in the centre. Particularly in the constituency where for more than 25 years the constituency is in the hands of opposition MLA, it is very difficult in the villages and towns, where you will be visible and it is very difficult to keep the momentum for a long period of nine years.

Sri. Bhatti Mallu created a process of creating the pockets of opposition for the ruling TDP. It has been done not just merely advocating the opposition, but by educating the people, analyzing last 48 years of Congress rule and its developmental activities, the vision of Sri Jawahar Lal and the Smt Indira Gandhi and Sri Rajeev Gandhi’s bias towards poor and under privileged people and the leadership of Smt. Sonia Gandhi.

In an interview with the local edition of state wide news paper, Mr. Bhatti, the Secretary of P.C.C. Said that his fellow committee members and his constituency mandal leaders have every intention of taking their “social responsibilities” seriously and working with other groups in the community to solve such kind of rural problems as unemployment, lack of electricity, agricultural loans and low living standards

Sri Bhatti was worked as the Secretary attached to the then PCC President Sri. M Satyanarayana Rao Garu in delivering his duties.
